These issues have become the focus of increased attention as a result of recently revealed dissertation fraud cases which, in their turn, produced a tidal wave of further fraud exposures – the so-called Dissergate. The suggested innovations may affect all the aspects of the dissertation preparation process and the procedure of granting academic degrees. However, the opinions with regard to many of the parameters under discussion vary greatly – sometimes they are even mutually exclusive. At the same time, new measures must be planned with due regard for the level of human resources potential available to Russian science, while the issue of the changing role of dissertations is becoming increasingly important not only for Russia.
