Abstract:   From April 2012, the Russian foreign trade has been in stagnation. In the past few months, growth rates of both export and import fluctuated near the zero level. Russia turned down the EU’s request to the WTO to convene a panel of arbitrators to consider the issue of the existing mechanism of the utilization duty in Russia as there is still a chance to reach an amicable settlement.
