Unfortunately, the proposals released so far do not touch upon a number of very important military and social aspects of the issue under consideration. Moreover, the new proposals are, in fact, a call to begin military training reform from scratch, totally ignoring all the previous efforts at reforming the system of manning Russia’s armed forces. It should be said that the history of those efforts deserves proper a?? en?? on in its own right.
