Assessment of competitiveness of certain sectors of the Moscow economy after the coronavirus pandemic (Moscow State Budgetary Institution “Analytical Center”, January-July 2021)
In January 2021, Gaidar Institute experts commenced research project “Assessing Competitiveness of Selected Sectors of the Moscow Economy after the Coronavirus Pandemic” under the contract with the Analytical Center, the Moscow State Budgetary Institution.
The project focused on comprehensive analysis of the state and assessment of competitiveness of the Moscow economy after the coronavirus pandemic both at the macro level and in the context of individual priority sectors of urban economy on the basis of in-depth analysis of international experience, regional and national statistical data with the help of methods of economic and statistical analysis and modeling, situational analysis, study of individual cases and best practices.
Project’s objectives:
1. Proposal and substantiation of criteria for defining the priority industries of Moscow, their testing with the use of real statistical data, formulate recommendations on defining priority industries for the city's economy based on their results.
2. Development of proposals regarding planning of the Moscow urban spatial development.
3. Comprehensive assessment of domestic and international competitiveness of the Moscow industry in terms of export of goods and services, including goods and services in the IT sphere, and identification of promising areas of Moscow export development considering the impact of the COVID-19 pandemic.
4. Assessment of Moscow's competitiveness in education, healthcare and tourism.
5. Systematization of data and analysis of international best practices of implementing the sharing economy (shearing projects) at the regional and city levels in industry and the public sector, formulation of proposals for implementation in Moscow.
6. Defining the prospects for the introduction of “green technologies” in Moscow, taking into account the current environmental situation and based on the analysis of the best international practices of state stimulation of the introduction of “green technologies” in the largest cities and regions of the world.
7. Analysis of international best practices of creating favorable conditions for business development within special territorial entities (STE); analysis of opportunities to apply international experience for the development of STE in Moscow.
8. Development of approaches to forecasting and construction of development scenarios for the main indicators of socio-economic development reflecting the level of socio-economic development of Moscow.
The project was completed by late July 2021.
