Assistance for building workforce capacity of teachers, methodologists, administrators of educational institutions in the field of financial literacy, as well as effective infrastructure to support their activities (FER, April 2016 - November 2020)

In April 2016, Gaidar Institute as a member of the consortium, which also included the National Research University Higher School of Economics and the Russian Presidential Academy of National Economy and Public Administration (RANEPA), started to implement a project “Assistance in building workforce capacity of teachers, methodologists, administrators of educational institutions in financial literacy, as well as in effective infrastructure to support their financial literacy activities” under a contract with the Non-Profit Foundation for Enterprise Restructuring and Financial Institutions Development (FFID).

The project's objective was to promote the emergence of reasonable financial behavior of Russian citizens, their responsible participation in the financial services markets and to improve the efficiency of protection of their interests as consumers of financial services.

During the project’s implementation, two objectives were met to achieve the set task:

1) Enhancing the financial literacy of Russian citizens (especially school and higher education students, as well as active and potential low- and middle-income end-users of financial services).

2. Strengthening the framework for enhancing the protection of the rights of consumers of financial services.

The target groups were:

  •  Students of general educational institutions and institutions of primary, secondary and higher vocational education (as future active end-users of financial services).
  •  Active and potential low- and middle-income end-users of financial services.

 

The overall management of the project implementation was carried out by the Ministry of Finance of Russia under the coordination of the Interdepartmental Commission for the preparation and implementation of the project.

The project's objective was to create in Russia the workforce potential of teachers, lecturers, methodologists, administrators of educational organizations (hereinafter - Teachers), as well as an effective infrastructure to support the activities of Teachers to disseminate financial literacy. The realization of this goal should contribute to the creation, support and development of workforce potential of Teachers who are able to effectively use in their professional activities the curricula and materials developed/approved within the framework of the project, aimed at building competencies in financial literacy for different target and age groups of students of general and secondary vocational education institutions, orphanages and boarding schools.

In fact, it was a question of creating an effective infrastructure for training and professional development of teachers, as well as support for students' learning activities, which would be able to integrate (coordinate) the following processes:

1)     Professional development of Teachers in financial literacy based on the use of programs and teaching and learning materials developed during project's implementation for different target and age groups of students in the general, as well as secondary vocational education system.

2)     Providing continuous consulting and methodological guidance to Teachers on the implementation of educational programs and courses aimed at developing competencies in financial literacy in education.

3)     Creating environment of information interaction, exchange of advanced pedagogical experience on the introduction of educational programs and materials on various aspects of financial literacy in learning activities of educational institutions.

In order to achieve this objective, the consortium had to resolve the following tasks:

  •  To form a Federal methodological network to organize a system of professional development and methodological guidance for teachers of general and secondary vocational education, who introduce and use in their work practice educational programs and materials for teaching financial literacy, developed/approved within the framework of the project and aimed at the formation of competencies in the field of financial literacy of different target and age categories of students.
  •  Develop training and methodological materials for professional development of Teachers who implement financial literacy curricula and materials developed/approved under the project in their work.
  •  Organize groups of methodologists and teachers (lecturers) at the federal and regional levels, providing advanced training for Teachers of general secondary vocational education, introducing and using educational and methodological materials developed or approved within the framework of the project and aimed at forming competencies of different target and age categories of students in the field of financial literacy.
  • Organize and guide the process of mass professional development of Teachers who implement in their work curricula and materials for teaching financial literacy developed/approved under the project.
  •  Provide consulting and methodological support to methodologists and teachers of the professional development system who train Teachers who implement in their work curricula and materials on financial literacy education developed/approved under the project
  •  Monitor and evaluate the effectiveness of the implementation of the professional development of Teachers who implement in their work educational programs and materials for teaching financial literacy developed/approved within the framework of the project.
  •  Inform the teaching community about the progress and results of professional development of Teachers who implement in their work curricula and materials on financial literacy education developed/approved under the project.

The project was completed in November 2020.
