Development of the Guidelines for Upgrading of the Methods of Evaluation of Consumption of Capital in the System of National Accounts (The Bureau of Economic Analysis, 2013)

During implementation of the project, the following objectives were to be fulfilled:

• Analysis of international guidelines and best practices of national statistics services in that particular area; evaluation of the feasibility to apply the international experience in Russia;

• Analysis of the methods and practice of measuring of consumption of capital assets in Russia, including by the type of economic activities and capital assets; 

• Evaluation of the existing information base for calculation of consumption of capital assets;

• Analysis of methods used by Russian statistics services in evaluation of the market value of capital assets;

• Analysis of the consequences of a switchover to evaluation of capital assets in market prices for national accounts indices; 

• Development of methods of evaluation of the market value of capital assets by institutional sectors; 

• Development of guidelines for upgrading of calculations of consumption of capital assets and evaluation of capital assets by institutional sectors;

• Formulation of guidelines for handling of the issue of harmonization of the estimates of consumption of capital assets in the state administration sector with the data of the Balance of Execution of the Consolidated Budget of the Russian Federation and budgets of state extra-budgetary funds, as well as the Balance of the State (Municipal) Institution -- which receives a subsidy for fulfillment of state assignment -- developed by the Federal Treasury;

• Development of proposals on promotion of the data base for evaluation of consumption of capital assets in the economy in general and by the type of capital assets and institutional sector.

The work on the project is to be fulfilled within 12 months.
