Experts of the Center for Evidence-Based Expertise from the Gaidar Institute participated in the Moscow International Housing Congress 2024

On October 23, Ekaterina Papchenkova and Lora Nakoryakova, partners and experts of the Gaidar Institute's Center for Evidence-Based Expertise, participated in the Moscow International Housing Congress-2024, where they presented preliminary findings of a comprehensive socio-economic and legal research of the real estate services market.

Within the discussion “Regulation of the real estate activity: not once more, but afresh? Economics, Sociology, Judicial Practice. Discussion of market and state representatives” the most debated topics were:

  • Current profile of the real estate services market:
- Market’s volume and its dynamic;
- Factors forming the real estate broker reputation;
- List of sought after real estate services depending on the type of transaction;
- Digitalization of the real estate services market and the importance of increasing the digital competence of related services;
- Current formats of cooperation with realtors - shares of exclusive contracts.
  • Problems from jurisprudence: litigation practice, risks of fraudulent activities and their effects on the image of the profession;
  • Defining the legal nature of the realtor's practice, considering international experience;
  • Proposals for regulatory mechanisms to address the identified issues.
Currently, the Center for Evidence-Based Expertise team is continuing its research on the topic of real estate market regulation and is ready to deliver the findings of the research project by the end of 2024.
