“Izvestia” has published preliminary findings of a study by the Center for Evidence-based Expertise of the Gaidar Institute on the real estate services market. The Gaidar Institute experts have developed an alternative approach to regulating the real estate services market, which would protect not only the interests of clients, but also those of intermediaries.
As noted by the study participants, the main factor that potential clients pay attention to when choosing an intermediary to conduct a transaction is its reputation, and therefore it is also the most valuable resource of a realtor. However, for the first time in Russia, comprehensive market research showed that not only the citizen is in an unprotected position, but also the realtor: he/she can suffer both from unfair actions of the client and from scammers.
Qualitative changes in the market will allow us to create a new type of relationship between a client and a realtor - a brokerage contract. With such a contract, both parties would have their interests protected: clients would have a clearly described realtor's responsibilities and terms of service, and realtors would have legal protection from such common risks as changing realtors without notice or not being paid for their efforts.
