GEORGY IDRISOV ADDRESSED THE MEETING OF THE COUNCIL OF HEADS OF REPRESENTATIVE OFFICES OF THE REGIONS
Georgy Idrisov, Head of the Center for Real Sector, Gaidar Institute took part in the 8th meeting of the Council of Heads of Representative Offices of the Russian Regions under the President of the Russian Federation and the Government of the Russian Federation. The meeting was dedicated to the issue: “The Implementation of National Projects: a Regional Aspect”.
The venue of the meeting was the Russia Today International Multimedia Press-Center. Participants in the meeting included representatives of the Government of the Russian Federation, regional and federal executive authorities, as well as the RF Federal Assembly.
The panel discussion dealt with the issues of implementation of national projects in regions and networking between federal and regional authorities in this area.
At the meeting, successful regional practices were presented, issues related to the monitoring and supervision of implementation of national projects discussed and the funding procedure considered.
In his report, Georgy Idrisov pointed to the fact that the allocated funds did not necessarily get to the regions. “Questions remain as regards the rate and efficiency of allocation of funds on national projects. I have got the impression that we have shifted the emphasis from the market mechanisms to administrative and regulatory ones. The authorities believe that they know better than the business how to promote efficiency”, the expert concludes.
