Legal and economic implications from the changes proposed by Draft Law No. 119575-7 to protect citizens' health from the effects of electronic smoking products
In September 2019, Gaidar Institute experts began researching the legal and economic implications of the changes proposed by draft law No. 119575-7 "On Amending the Code of the Russian Federation on Administrative Offenses and the Federal Law 'On Protecting the Health of Citizens from Exposure to Ambient Tobacco Smoke and the Consequences of Tobacco Consumption' (in terms of protecting the health of citizens from the consequences of the use of electronic smoking products)," as amended as of September 10, 2019, available at the Archive of the System of ensuring legislative activity of the State Duma, Federation Council of the Russian Federation in the framework of the contract with Juul Labs Ru.
The study comprised two parts. The first was an economic analysis of the version of the draft law No. 119575-7 as of 01.09.2019, which included analysis of theoretical bases of non-price regulation of addictive products and a review of non-price regulation within the framework of international experience.
The second part was a financial and economic feasibility study of draft law No. 119575-7 in accordance with the regular requirements for draft laws submitted to the State Duma, Federation Council of the RF SF that included a study of the areas of regulation envisaged by the draft law, costs assessment, analysis of legal implications of the proposed amendments and financial and economic justification of the draft law.
The project was completed in October 2019.
