NBER Published a Paper by Gaidar Institute Experts

NBER released a paper by Head of the International Fiscal Sustainability Department Laurence J. Kotlikoff, Head of the Center for Economic Modeling Andrey Polbin, and Senior Researcher of the RANEPA Andrey Zubarev, titled Will the Paris Accord Accelerate Climate Change?. The paper addresses the mechanisms for reducing carbon dioxide emissions and the resulting negative environmental effects.

In particular, the authors suggest that a special carbon dioxide tax should be introduced. In their paper they present a model describing the comparative rates and levels of environmental pollution with and without the carbon dioxide tax. The model demonstrates how, in absence of any policy aiming at carbon dioxide emissions reduction, hydrocarbon production and sales may soar.
