Olga Magomedova Has Made a Presentation at the Blischenkov Readings International Congress

On April 12, Оlga Magomedova, an expert at the Best International Practice Analysis Department, Gaidar Institute, took part in the 21st "Blischenkov Readings" International Congress. In her report "The Impact of Climate Change on Interstate Relations," the expert presented the results of an analysis of the ambiguous provisions of the 2023 climate and security agreement between Australia and Tuvalu.

In the report, Olga Magomedova specified that in connection with climate change, different states undertake not only unilateral international legal obligations (such as participation in the Paris Climate Agreement), but also develop bilateral agreements to solve specific issues. The agreement between Australia and Tuvalu is the first bilateral international agreement on resettlement due to climate change effects.

The expert notes that the parties to such an agreement are in an unequal position: one state is losing territory due to rising ocean levels, while the other state agrees to help. Under this agreement, Australia undertakes to facilitate the resettlement of Tuvalu citizens to Australia, while Tuvalu undertakes to coordinate with Australia any partnerships and agreements with other states.

The analysis of the practice of states preceding the conclusion of this treaty explains the position of Tuvalu on a provision that potentially restricts the state’s freedom in foreign policy. For Tuvalu, it is more important to ensure that Australia recognizes its sovereignty regardless of the state of its national territory and to preserve its subjectivity in international law in the long term.

At the end of the event, Olga Magomedova was awarded a diploma for the best report in the "Climate and International Law" section. This recognition highlights the importance of her research and input in the field of climate policy and international relations.
