Russia in Economic War, first published in 1928, shows that Russia entered the First World War without a clear understanding of what economic warfare was about, which inevitably intensified as the war progressed. Russia's economic policy towards enemy countries and their subjects on Russian territory did not have a special legislative framework and was carried out on the basis of expediency and taking into account the current situation. The economic war was waged under the slogan of liberation from “German domination.” It included measures prohibiting enemy subjects from engaging in industrial and commercial activities on Russian territory; liquidation of property rights to land belonging to subjects of enemy countries; creation of a financial blockade.
