Provision of expert analytical services to ensure comprehensive review of goods supplied, work performed, and services rendered in the field of ICT in terms of their compliance with the terms and conditions of contracts (April 2022-December 2022)

In April 2022, Gaidar Institute experts began providing the Ministry of Industry and Trade of the Russian Federation with expert analytical services to ensure comprehensive analysis of delivered goods, work performed, and services rendered in the field of information and communication technologies (ICT) in terms of their compliance with the terms and conditions of contracts.

  • Accordance to the Federal Law No. 44-FZ dated April 5, 2013 “On the Contract System in the Sphere of Procurement of Goods, Works and Services for State and Municipal Needs”, expert examination of draft Requirements to functional, technical and qualitative characteristics of works or services and expert examination of delivered goods, results of work done, services rendered, as well as separate stages of execution of the state contract, in order to enhance the quality of the results of execution of state contracts, related to the implementation of the contract related to the creation, development and operation of information systems and other, including technical, components of information and communication technology infrastructure of the Ministry of Industry and Trade of the Russian Federation.
  • Enhancing the efficiency of planning activities in the ICT sphere and quality control of the results of their implementation through external independent expertise at all major stages of the project implementation - from the stage of planning and project preparation to the stage of accepting the results of works commissioned by the Ministry of Industry and Trade of the Russian Federation.

The following main tasks were met to achieve the set objective:

  1. Expert support of the Customer during planning and preparation of tender procedures in terms of examination of draft Requirements to functional, technical and qualitative characteristics of work performance or services rendered.
  2. Expert evaluation of the results (including reports, reporting materials) provided by suppliers (contractors, executors) under the signed state contracts in terms of their compliance with the terms of reference (technical specifications) for the state contracts.
  3. Expert support of the Customer in activities on acceptance of the results stipulated by the signed state contracts.

The project was completed in December 2022.
