Annotation
The present paper conducts a comparative evaluation of expenditure items of budgets of Russia and some other contries. The paper focuses on the existence in priorities in Russia;s budgetary policy. The authors argue that in Russia the budget priorities are biased towards defense and national security rather than to the social sphere and health care, as it is noted for most developed nations In addition, the paper discusses the issue of dynamic stability of expenditure items. The authors show that the developed countries’ budget policies appear more stable that those of Russia’s, the CIS and developing countries’.
