Research in the Possible Forms of Public-Private Partnership in Order to Upgrade the Quality of Medical Service (the Federal Fund for Mandatory Medical Insurance (FFMMI), 2013)

In April 2013, the Gaidar Institute started research in the possible forms of public-private partnership in order to upgrade the quality of medical services in realization of the Federal Law on Mandatory Medical Insurance in the Russian Federation and the Federal Law on the Principles of Protection of Health of Citizens in the Russian Federation within the frameworks of the agreement with the Federal Fund for Mandatory Medical Insurance.


The purpose of the research consisted in formation of a system approach to realization of agreements on public-private partnership which included identification of priority lines and technologies of implementation of agreements, development of standard action programs on development and realization of projects of public-private partnership and guidelines for creation of the system of distribution of risks within the frameworks of projects of public-private partnership in healthcare.

 

To achieve the above goal, the following issues were solved:


• Analysis of the institutional foundations for implementation of the mechanism of public-private partnership was carried out;


• International and Russian experience in implementation of agreements on public-private partnership in healthcare was studied;


• The guidelines for evaluation of efficiency of projects of public-private partnership were developed;


• Standard programs of implementation of public-private partnership were identified and specified;


• The main risks of implementation of public-private partnership, the procedure for division of risks between public partners and private partners and risk management technologies were studied;


• Guidelines for realization of agreements on public-private partnership in healthcare were developed.


The research was completed in August 2013.
