Segei Zhavoronkov’s report at the 15th April Higher School Scientific Conference

On April 2, 2014, senior researcher of Gaidar Institute Segei Zhavoronkov made a report on Publicly Financed Entities: Conflicts of Interests and Sick Finances at The Budget Policy Issues session at the 15th April Higher School of Economics Scientific Conference.

The expert provided the results of a study of the public debt growth dynamics in democratic countries. It was concluded that military expenditures were the public debt growth factor in the second half of the 20th century. The situation began to see changes after the WWII in response to complete transition to the universal suffrage, as well as the emergence of radio and television broadcasting.
