Tailored expert support for the Ministry of Economic Development of Russia in the implementation of activities within the state program “Information Society (2011-2020)” (Ministry of Economic Development of Russia, October 2018 - December 2019)
In October 2018, Gaidar Institute experts commenced to implement the state service contract for the provision of expert support to the Ministry of Economic Development of the Russian Federation in the implementation of activities of the state program “Information Society (2011-2020)”.
The project's aim was to improve the efficiency of planning activities of the state program “Information Society (2011-2020)” and quality control of the results of their implementation by conducting external independent expertise at all major stages, from planning and preparation to acceptance of the results, implementation of projects commissioned by the Ministry of Economic Development of Russia.
The following main challenges will be met in order to achieve the goal:
- Customer expert support in planning and preparation of tender procedures in terms of examination of draft technical requirements for lots and estimation of the initial (maximum) price of state contracts within the framework of the Program implementation.
- Expert support of tender procedures in terms of review and evaluation of applications for tender participation within the Program implementation.
- Expert review of results and resolve all comments to work performance.
- Analytical support for the Customer.
The project was completed in December 2019.
