Update of the results of the assessment of socio-economic and financial effects from the implementation of different scenarios of excise policy on the brewing industry until 2024 (Union of Russian Beer and Soft Drinks Producers, January-March 2019)
At the end of January 2019, Gaidar Institute experts launched the project “Updating the results of the assessment of socio-economic and financial effects from the implementation of different scenarios of excise policy on the brewing industry until 2024” under the contract with the Union of Russian Beer and Soft Drinks Producers.
The aim of the study is to update excise policy scenarios and draft proposals to improve the excise taxation system for brewing products in Russia until 2024 with a focus on extending the current freeze for 2 years - economic, fiscal, social and business effects.
Achievement of the set objective envisaged implementation of the following tasks of the study:
- Assessment of the consequences of the following scenarios of changes in excise taxes on beer and strong alcoholic beverages for the period up to 2024: “Inertial development of the industry”, “Balanced”, “Optimistic”.
- Assessment of the consequences of scenarios of changes in the excise taxes levels on beer and strong alcoholic beverages for the period up to 2024 by assessing the following key indicators:
- Impact on beer production.
- Impact on the level of budget revenues from the brewing industry (volume of excise duties on beer output).
- Overall socio-economic effect (in terms of gross value added and impact on employment) from the implementation of the considered scenario for the Russian economy, including direct impact on the economic performance of the brewing industry and indirect impact on related industries.
The project was completed by March 15, 2019.
