On April 2, 2014, senior researcher of Gaidar Institute Segei Zhavoronkov made a report on Publicly Financed Entities: Conflicts of Interests and Sick Finances at The Budget Policy Issues session at the 15th April Higher School of Economics Scientific Conference.

The expert provided the results of a study of the public debt growth dynamics in democratic countries. It was concluded that military expenditures were the public debt growth factor in the second half of the 20^th century. The situation began to see changes after the WWII in response to complete transition to the universal suffrage, as well as the emergence of radio and television broadcasting.
